Izdajati lastno znanstveno revijo

Morda bo komu všeč tale pobuda. Scholastica je iniciativa podiplomskih študentov na Univerzi Chicago. Ponujajo nizkocenovno spletno platformo za izdajanje obstoječih ali načrtovanih novih znanstvenih revij. Platforma omogoča oblikovanje, organiziranje in izdajanje revij v odprtodostopnem načinu in s kolegialno presojo (peer review). V podporu urednikom in avtorjem je na voljo pogovorni forum (The Converation) in namenski Blog.

The solution to the ‘serials crisis’ on campus
While it is tempting to focus on the predatory pricing strategy of publishers, it is the persistent unwillingness of universities to address the fundamental misalignment between the interests of their faculty and their libraries that has allowed the situation to fester. Had the leaders of major research universities attacked this issue head on at any point since the deep economic flaws in system became apparent in the 1990s, we would not be facing this problem today. The solution is obvious: universities must stop outsourcing vital functions to publishers. They need to shift the currency of academic success from the title of the journal in which a scholar’s works are published to the inherent quality of their research. And they need to immediately stop spending money on journal subscriptions, investing instead in the new forms of scholarly communication appropriate for the Internet age.

Nasprotniki odprtega dostopa angažirajo tudi javne medije

Kot lahko beremo v britanskem časniku Mail, ko povzema stališče večjega britanskega založnika: “… naj bi vladni ukrep s katerim bi Googlu in drugim ponudnikom bil dovoljen odprti dostop do najboljših akademskih in znanstvenih virov, ogrozil do milijarde funtov prihodkov in tisoče delovnih mest…”
V prispevku je skozi celoten tekst mogoče razbrati pomisleke in svarila, kot npr., da bo tako sproščeno znanje predvsem izkoristila Kitajska in druge dežele Daljnega vzhoda in da bodo velike britanske korporacije z močnim raziskovalnim potencialom kot npr. GlaxoSmithKline preselile raziskovalne kapacitete v druge dežele, kjer bodo znanje lahko zaščitile pred odprtim dostopom.

Ponovimo terminologijo odprtega dostopa

V junijski številki svojih SPARC novičk nas prof. Peter Suber v prispevku The rise of libre open access  najprej opozori na živahno dogajanje v gibanju odprtega dostopa (OD), ki smo mu letos priča v svetu, nato pa s sprehodom skozi različne oblike odprtodostopne znanstvene publicistike ponovi nekaj ključnih terminoloških pojmov vezanih nanjo. Pri pojmu odprtega dostopa (angl. “open access”) Suber slej ko prej ostaja zvest definicijam BBB  in nato opiše zeleno in zlato obliko OD, ki jima nato doda še atribute za kategoriji “brezplačnega” (“gratis”) in “prostega” (“libre”) OD.  Zeleni OD zagotavljajo članki ponujeni v repozitorijih, ne glede na to ali so vrstniško ocenjevani, ali so dostopni brezplačno ali odprto, kako so financirani, pod kakšno dobo zapore so, ipd.  Zlati OD ponujajo revije ne glede na poslovni model, ki je v ozadju. Oznaki zelenega in zlatega OD sta torej opredeljeni z nosilstvom informacije (medija) in nimata nič z dodanima oznakama “brezplačno”/”prosto”, kjer prva (“brezplačno”) pomeni, da bralec delo lahko prebira brezplačno, a ga pri drugih uporabah omejujejo avtorske pravice, druga (“prosto”) pa da ob pravici do brezplačnega branja lahko ima delo tudi sproščene nekatere avtorske pravice. Da npr. bralec lahko delo bere in tudi drugače uporablja, vendar mora za druge uporabe citirati avtorja (CC-BY), ali pa da lahko delo uporablja brez vseh omejitev (CC-O). Ali bo OD obligaten v EU

Evropska skupnost pripravlja nov raziskovalni program Horizon 2020, ki naj bi pričel leta 2014 in del razprav je posvečen tudi možnosti, da postane odprti dostop do raziskovalnih objav obveza za raziskovalce v tem programu. Po trenutnem predlogu naj bi objave bile prostodostopne v šestih mesecih oz. v letu dni po objavi.
