Razpis 7. OP: razvoj nacionalnih politik odprtega dostopa in izobraževanje deležnikov
The FP7 Work Programme “Science in Society” for the year 2013 call has been published. It contains two new calls for proposals in the field of open access:
SiS.2013.1.3.3-1: Upstream support to the definition, development and implementation of open access strategies and policies and to their coordination
This topic supports actions with a clear European added value that are aimed at developing, improving or consolidating co-ordination activities and policies at upstream level. The proposed actions should define or reinforce national strategies, promote their convergence in the European Research Area and facilitate their implementation at national level, in the remit of the policy developments on open access to and preservation of scientific information and Horizon 2020. Target groups are any bodies with sufficient authority and decision-making power in EU Member States and Associated Countries that address and/or co-ordinate policies and activities relating to open access.
SiS.2013.1.3.3-2: Downstream training on Open Access
This topic supports actions with a clear European added value that are aimed at developing, improving or consolidating training activities at downstream level and reach the highest number of stakeholders in the European Research Area. Actions proposed must be aimed at training stakeholders with a view to permitting them and/or their organisations to fully comprehend policy and practical aspects of open access to scientific information.

Učbeniki v odprtem dostopu

Poskus povezovanja znanja iz odprtega dostopa v obliko učbenika srečamo v storitvi Boundless. V glavnem snov zajemajo iz Wikipedije in drugih odprtodostopnih virov, predstavljajo pa na neke način konkurenco ali pa podporo spletnim portalom, ki v zadnjem času ponujajo zastonjske učne vsebine (Coursera,  eDX, Udacity, Khan Academy), o čemer pišem tudi >drugje

Beseda k Novi besedi

V zadnjih dneh se je na twitterju sprožila razprava (>1, >2) o bazi jezikovnega korpusa Nova beseda. Zapis kolege Kaniča na FB pa me je opozoril, da je ta razprava pravzaprav prisotna že tudi v javnih medijih. Iz zapisa prof. Hladnika v časniku Delo bo bralec lahko razbral za kakšno zgodbo gre in v povezavi je tudi mogoče prebrati odgovor informacijske pooblaščenke g. Musarjeve.  Kaničevemu zapisu sem dodal komentar, ki ga tukaj ponavljam:
Verjamem, da bi bila družbena (družabna) omrežja primeren prostor, kjer bi ta spor v kulturnem dialogu lahko pojasnili in si izmenjali argumente: pravniki z jezikoslovci, (upravičeno) zaskrbljeni jezikoslovci s pravniki. In pridobili bi tudi ljubitelji, ki nam na eni strani ni vseeno, ne za jezik in ne za zavarovanje pravic posameznika. Pismo prof. Hladnika je dobrodošlo, dobrodošel je tudi odgovor informacijske pooblaščenke (IP). Na nek način so najbrž bile koristne tudi iskrice na twitterju. Za nadaljevanje pa bi si želel, da se iz razprave umakne vsakršna žolčnost, prizadetost in da slišimo profesionalne argumente obeh strani, ki naj pripeljejo do za vse sprejemljivih rešitev. Rad bi npr. slišal, kakšni so bili prvi ukrepi ZRC SAZU in kakšni so/bodo tisti, ki naj bi zmanjšali sprva povzročeno škodo zaradi upoštevanja odločbe IP in za katere naj bi se obe vpleteni strani baje v nadaljevanju že dogovorili. Seveda predvsem upam, da ne bi iskanje rešitve zašlo v slepo ulico in bi se zgodila nakazana možnost zapiranja baze uporabnikom (tistim profesionalnim pa tudi, nam, manj profesionalnim).
Namen tega zapisa na blogu ste bralci najbrž razbrali: rad bi sprožil razpravo.

Wikipedija ostaja zakon

Pred sedmimi leti je revija Nature objavila članek s primerjavo kvalitete prispevkov  v Wikipediji (W), ki so jih primerjali s prispevki v najslavnejši klasični enciklopediji, ki sliši na ime Encyclopaedia Britannica (EB). Wikipedija se je zelo dobro odrezala in doživela zato tudi ugovore s strani EB. A kasnejših študij, ki bi tehtneje ovrgle ugovore, ni bilo. Odločili pa so se pri W, da bodo pripravili poglobljeno študijo treh verzije W, angleške, španske in arabske z ustreznimi vodilnimi enciklopedijami teh treh jezikovnih skupin. Znova so se ocenjevalci primerjav izrekli v prid wikipedij.
